The motion passed with a recommendation for approval to be forwarded to the City Council for consideration.  Staff recommends approval.

Executive Summary:

An application for Preliminary Plat approval for RB Commercial Center to eventually develop three commercial lots.  This preliminary plat has been submitted for approval in conjunction with a rezoning action for the same property, which was approved by Council on December 18, 2017. 

Background:

RB Property Management, LLC (RB Property) is seeking preliminary plat approval for the RB Commercial Center, at approximately 20400 E. US 40 Highway. 

In conjunction with the rezoning application, RB Properties seeks to divide this 15.7 acres into three lots (and one tract) ranging in size from 3.74 to 6.75 acres.  All lots will be accessed via a private drive extending north from west bound lanes of US 40 Highway.  A property owner association must be formed to maintain the common drive and keep the taxes paid.  A Little Blue River Sewer District metering station is sited near the middle of property.  Areas of floodplain and a Fourth Order Stream Buffer is situated in the northwest corner of the property.

Storm Water:  According to the Public Works Department, as this site lies within 1,200 feet of the Little Blue River, it’s possible to pay fees in lieu of stormwater detention.  As the applicant plans to utilize this option, no on-site detention is being provided.

 

Access and Right-of-Way:  Access will be provided via a central private drive onto the west bound lanes of US 40 Highway, with no direct access onto US 40 Highway.  The Missouri Department of Transportation (MoDOT) noted that it has no objection to the proposed drive connection to US 40 Highway but reserves the right to require a dedicated right turn lane in the future, depending on the use of the two front parcels.

 

Public Utilities:  Sanitary sewer service will be provided via existing facilities on the site which are part of the Little Blue Valley Sewer District.  A new water main will be extended north from E. US 40 Highway to provide water service and fire protection.

 

Tree Preservation:  The site is fairly flat and nearly treeless as it has been row cropped in the past.  Save for a few scrub trees near the middle of the lot, existing tree cover is located around the property’s perimeter.

 

Historic Buildings/Archaeological Sites – There are no apparent historic or archaeological concerns with this property.
