18-006 - 1R. An ordinance authorizing a contract with Mega Industries for the 39th and Noland Road Intersection Improvements Project (No. 70511501) for an amount not to exceed $656,937.55, authorizing future minor change orders for an amount not to exceed $65,600.00 and/or time extensions, and increasing project appropriations.

Executive Summary:

The 39th Street and Noland Road Intersection Improvements project will construct a turn lane, install new traffic signals, and make other improvements at the intersection.  This ordinance would award a construction contract for the project.  The contract would be awarded to Mega Industries in the amount of $656,937.55.
Background:

The 39th and Noland Intersection Improvements Project (No. 70511501) will construct a turn lane, replace traffic signals, make pavement improvements, replace sidewalk ramps, and construct a retaining wall.  There are eight construction bids for the project.

Mega Industries has successfully completed other construction contracts for the City.  Their bid is recommended as being the lowest and best.  The engineer's cost estimate for the project is $629,937.00.  The project is partially funded with federal surface transportation funds. These funds are administered by MoDOT.  MoDOT has reviewed the construction bids and is in agreement to award the contract to Mega Industries.  The contract provides that construction is to be completed within 180 calendar days, excluding December 15 through March 15.  The ordinance provides for administrative approval of minor change orders not to exceed $65,600.00 and/or for time extensions.  The ordinance appropriates the $550,800.00 of Federal Surface Transportation funds that are available to the project.  The project local funding is from Street Sales Tax funds and was previously appropriated.  



Fiscal Impact:

The ordinance would obligate $656,937.55 to a construction contract on the 39th and Noland Road Intersection Improvements Project (No. 70511501).
