Windows are needed for the operations building of the Courtney Bend Water Plant because the windows currently installed vary in age from the date the plant was built in 1954, and from the plant expansion that was done in 1992. They are not energy efficient. Many no longer move on their tracks and are leaking, accounting for loss of heat and air, making it hard to keep the buildings warm or cool. The new windows being installed will be energy efficient double pane insulated glass with a sun blocking coating to make the building more energy efficient.
The Wilson Group, based in Greenwood, Missouri, is a contractor with whom the City has a considerable number of successful experiences. The Wilson Group is contracted through the National Joint Powers Alliance (NJPA) cooperative procurement agreement contract MO10-052113-TWG.
Per section 8.06.004, Paragraph 4 of the City Code states competitive bidding is not required when purchases are made through a cooperative contract established by a government purchasing entity or cooperative. The cooperative bids used will have been established pursuant to RSMo. 70.220 or generally accepted governmental purchasing practices through the competitive bidding process.
Approval of this item authorizes the Procurement Manager to issue change orders up to a total of ten (10) percent of the original authorized amount for each order, providing appropriations are available.
