A presentation of the Public Engagement process used by Shockey Consulting Services for the Imagine Independence 2040 Comprehensive Plan update.

Staff recommends the Council accept the summary report from Shockey Consulting Services on the Public Engagement process for the Imagine Independence 2040 Comprehensive Plan update.
Executive Summary:

On March 20, 2017, the Independence City Council authorized a contract with Shockey Consulting Services for an amount not to exceed $50,085.00 to coordinate the public engagement components of the Comprehensive Plan update.  This contract included a variety of engagement tactics including formation of the Steering Committee, social media strategies and in-person meetings throughout the community.  The engagement process lasted approximately 5 months, wrapping up in August, 2017.  This presentation is a summary of the engagement process and results.  

The Comprehensive Plan was last updated in 1993.  Since that time there have been several area and corridor amendments.  It is the desire of the City Council to conduct a full update to the Plan as outlined in the adopted City of Independence 2017-2021 Strategic Plan.  As part of completing the update to the Plan, the firm Shockey Consultling Services, LLC was selected through a competitive selection process to provide Project Management for the Public Engagement portion of the Plan. The contract commenced in late March 2017, with Shockey wrapping up the engagement process in August 2017.


The contract with Shockey Consulting Services included the following services; support in developing and staffing a Steering Committee; development of an e-mail distribution list; development of a logo and branding of the proposed plan; assistance in the development of a website; development of brief online surveys; assistance in social media outreach; attendance at various community events to discuss the Comp Plan; assistance in map creation; development of Comp Plan fact sheets; public meetings; and a final presentation to City Council.


Now that the public engagement process has concluded, Staff has started the process of writing the plan and creating a new land use map.  It is anticipated this process will take up to 6 months, with final review and approval by the Council in March, 2018.
