Financial sustainability is one of four goals in the Independence for All Strategic Plan that was adopted by the City Council earlier this year. The plan identifies several strategies to achieve the goal, including a commitment to control costs of local government through operating efficiencies. The intent of the proposed resolution is to document the City Council's direction and support for the City Manager to seek opportunities to expand municipal revenues and achieve operational efficiencies as part of the development of the Fiscal Year 2018-19 budget. The resolution gives the manager authority to devote resources to the necessary analyses and studies to evaluate implementation of any proposals. This is important in order to determine feasibility prior to recommending any changes as part of the budget.
