Agenda Title:

17-784 - A resolution amending the Pay Plan for Non-Represented City Employees as enumerated herein on and after the 18th day of September 2017; reclassify three (3) position titles; Community Development Program Supervisor to Redevelopment Coordinator, Assistant Procurement Specialist to Financial Specialist and Economic Development Manager to Special Projects Manager.

Staff recommends approval of the resolution.
Executive Summary:

Adjustment is recommended to the pay plan to reclassify three (3) position titles; Community Development Program Supervisor to Redevelopment Coordinator, Assistant Procurement Specialist to Financial Specialist, and Economic Development Manager to Special Projects Manager. The changes are recommended in order to maximize staff resources following personnel vacancies.


Four vacancies are pending in the following positions due to staff resignations, promotions, and retirements: Economic Development Manager, Assistant Procurement Specialist, Executive Assistant to the City Manager, and Community Development Program Supervisor. The vacancies created an opportunity to evaluate budgets and staffing to ensure the City is maximizing limited resources to best meet the ever-evolving needs of the organization.

The position of Executive Assistant to the City Manager will be left vacant indefinitely. The executive assistants who support the Mayor and City Council will assume administrative support duties for the city manager’s office such as processing payments and answering phones. Staff recommends converting the Economic Development Manager position to a new position entitled Special Projects Manager. This position will oversee service and information requests citywide and will work with departments to ensure timely and consistent execution of customer service best practices. The goal is to modernize the way in which staff tracks and responds to the wide range of requests from City Council and members of the public. Duties will also include overseeing a new special event permitting process (currently under review) and evaluating the costs and benefits of implementing a modern 311/Customer Relationship Management system. This position will help the entire organization improve its customer service delivery – a top goal in the Independence for All strategic plan.

Assistant City Manager Mark Randall will absorb primary oversight for economic development in coordination with the Independence Economic Development Council (IEDC). Staff recommends converting the vacant Community Development Program Supervisor position to a Redevelopment Coordinator. This position will support economic development activities, including compliance monitoring and reporting. The position will be partially funded by administrative dollars from federal grants (CDBG/HOME).


The position of Assistant Procurement Specialist in Finance will be left vacant indefinitely and be replaced with a Financial Specialist position. This higher-level technical position will fill a much-needed role of assisting in preparation, coordination, and documentation of financial analysis projects as well as providing support for the new financial accounting system. This position will also be part of the Finance Department’s succession plan by serving as an “accountant in training” to be a possible replacement opportunity when accountant positions become vacant in the future.

Fiscal Impact:

The Community Development Programs Supervisor (B38 – Range $51,520 - $94,683) will be reclassified to Redevelopment Coordinator (B36 – Range $45,421 - $83,480).


The Assistant Procurement Specialist (B30 - Range $31,129 - $57,212) will be reclassified to Financial Specialist (B32 - Range $35,307 - $64,889). Adequate funds are available to cover the change in pay grade due to savings that were captured through the recent retirement of the Procurement Specialist. 


The Economic Development Manager (B41 – Range $62,524 - $114,911) will be reclassified to Special Projects Manager at the same pay grade.


The combination of all the changes described herein results in an annual savings to the General Fund of approximately $50,000.
