Council action is requested to enter into a price agreement (268-17) with Integrity Locating Services, LLC to provide underground utility locating and marking services for Power & Light, Water Pollution Control and the Water Department. This is a one-year agreement with four, one-year renewal options. Expenditures will not exceed budgeted amounts.

Price agreements establish set prices for services or commodities that remain in effect for a designated period of time. This allows City departments to use the agreements in the performance of their operations without requiring a bid process each time a service or commodity is needed.
The Missouri One-Call Statute mandates that City-owned utilities provide locating services under the Missouri One-Call Program. Power & Light, Water Pollution Control and the Water Department do not have sufficient staffing to comply with the volume of facility location requests under the provisions of this statute and thus contract for the service.
An Invitation to Bid (ITB) for underground utility locating and marking services was issued on July 28, 2017. Two firms responded by the August 15, 2017 bid opening deadline: Integrity Locating Services, LLC (Integrity) and USIC Locating Services, Inc. Integrity submitted the lowest most responsive and responsible bidder, meeting the minimum requirements of the ITB. The bid tabulation is attached.
The Invitation to Bid was posted as follows:
1. Posted on the City’s web site.
2. Broadcast to 52 potential bidders by Public Purchase, the City’s e-procurement system, of which 22 accessed the ITB.
