17-783 - A resolution of the City Council of Independence in support of a grant application to update the Historic Preservation Comprehensive Plan.

Approve a resolution of support for a Certified Local Government grant application in the amount of $20,000 to create a Historic Preservation Master Plan. 
Executive Summary:

Independence City Council is asked to approve a resolution of support for a 60/40 matching grant to update the current Historic Preservation Master Plan. The $20,000 grant will be utilized to hire a preservation consultant to conduct the public participation process and to assist staff in the identification of city-wide historic resources.  

The City of Independence was designated as a Certified Local Government (CLG) by the Missouri State Historic Preservation Office (SHPO) in 1987. With this designation the City is eligible for 10% of Historic Preservation Funds dedicated solely to CLG communities. Community Development is requesting an HPF grant in the amount of $20,000 to create a free-standing Historic Preservation Master Plan intended as an update to Chapter 11 of the current Comprehensive Plan, last updated in 2001. If the grant application is accepted, the project is expected to begin in spring 2018.  

Fiscal Impact:

The City has dedicated $2,000 (4420-5520) in the 2017-18 fiscal year Historic Preservation Division budget as part of a cash match towards printing and public notices. Staff time will make up the remainder of the required 40% match.
