17-777 - A resolution to authorize the City Manager to seek future opportunities to acquire rights to provide electric service to the Courtney Bend Water Treatment Plant. [Requested to Councilmember Roberson]

Executive Summary:

The City of Independence owns and operates the Courtney Bend Water Treatment Plant (Facility) located in Sugar Creek, MO providing drinking water for the City of Independence and surrounding communities. The Facility currently receives electric service from Kansas City Power & Light (KCPL).

The Facility is served via multiple primary metering points and the Water Department owns, operates, and maintains the electric distribution facilities past the KCPL primary metering points.


Staff has been asked to seek any future opportunities to acquire electric service rights to serve the Facility from the Power & Light Department's (IPL) electric distribution system. The IPL system is fully capable of providing electric service to the Facility. However, the Facility is located within the KCPL certified service area which means that both the City and KCPL would have to reach agreement and requisite regulatory approvals in order for service rights to be transferred. 

This resolution directs the City Manager to seek opportunities to acquire service rights and to further analyze and study the feasibility of transferring service rights to the City.
