Agenda Title:

17-761 - A resolution amending the Pay Plan for Non-Represented City Employees as enumerated herein on and after the 7th day of August 2017; add two (2) position titles; Fleet Manager and Museum Collections Manager and reclassify one (1) position title, Museum Operations Manager to Visitor Services Coordinator.

Approval of this Resolution is recommended.
Executive Summary:

This resolution adds to the pay plan two new positions that were included in the FY2017-18 budget and reclassifies a third position.

Add Positions:

Fleet Manager, B39 (Salary Range: $54,867 - $100,920) - On June 19, 2017 the City Council approved an ordinance adopting the Annual Operating and Capital Budget of the City of Independence, Missouri, for the Fiscal Year July 1, 2017 – June 30, 2018. In the approved Public Works budget is a new position, Fleet Manager. The goal of the City is to provide better support and management for those services currently provided by the Central Garage and to continue to evaluate expanding centralized fleet management across more city departments.

Museum Collections Manager, B33 (Salary Range: $37,604 to $69,106) - The heart of any museum is its collections, the objects it displays and preserves as well as the materials it makes available to the public. The collections at the National Frontier Trails Museum consist of thousands of artifacts related to the overland trails as well as thousands of items in the library and archives used by visiting researchers. Managing, preserving, and expanding the collection is a vital function of the museum.


Like all museums, objects come in and go out on loans, and the City has agreements to house objects that belong to other entities, making their care even more essential. Due to reduction in staffing, the responsibility for managing the collection was combined with another position, making it challenging to allocate adequate time and resources to serve the public in this necessary function. A Museum Collections Manager position will once again allow the City to better serve the community and fulfill our ethical responsibilities to preserve, display, and provide these resources to the public.

Reclassify Position:

Museum Operations Manager, B33 (Salary Range: $37,604 - $69,106) to Visitor Services Coordinator, B32 (Salary Range: $35,307 - $64,889) - From its inception to the time it officially became part of the Parks/Recreation/Tourism Department, the National Frontier Trails Museum was a standalone Department of the City of Independence. In 2012, with the departure of the Trails Museum Director and those job responsibilities being redistributed among the remaining staff, the grade and title of the Coordinator was changed from a B32 to a B33 and the title was changed to Museum Administrator. The title was later changed to Museum Operations Manager.


Since the Trails Museum now is under the Tourism umbrella, many of the administrative and financial responsibilities have moved from the Museum Operations Manager to the Tourism Specialist position in Tourism Administration. The proposed reduction in grade is supported by the decreased responsibilities for this position. The grade is more in line with other similar positions across the Parks/Recreation/Tourism Department. The title change is reflective of the revised job description and is now more in line with similar positions across the Parks/Recreation/Tourism Division.

Changes must now be made to the pay plan to add the position titles; Fleet Manager as a grade B39 and Museum Collections Manager as a grade B33. Reclassify the Museum Operations Manager, B33 position title to Visitor Services Coordinator, B32.

Fiscal Impact:

The approved Public Works Annual Operating and Capital Budget of the City of Independence, Missouri, for the Fiscal Year July 1, 2017 – June 30, 2018, included the new Fleet Manager position. The Public Works approved budget for the Fleet Manager position in Fiscal Year 2017-18 is $96,534 (includes estimated benefits).

The estimated impact to Parks, Recreation, and Tourism budget by adding the Museum Collections Manager position in Fiscal Year 2017-18 is $64,647 (includes benefits).

The approved Parks/Recreation/Tourism Annual Operating and Capital Budget of the City of Independence, Missouri, for the Fiscal Year July 1, 2017 – June 30, 2018, includes the Museum Operations Manager position title, which will be changed to Visitor Services Coordinator. The approved budget for this position in Fiscal Year 2017-18 is $62,933 (includes estimated benefits).
