Residents reported historic flooding in this Blue Lawn subdivision generally bounded by E. 31st Street to the north, Overton Avenue to the east, E 32nd Street to the south, and Arlington to the west. WPC investigations and public meetings during the pre-design study discovered that in a parallel drainage area just east of the study neighborhood additional homes also flood. As these two areas combine flow at E 31st Street, both are to be addressed with the proposed project.
Olsson Associates was selected per State Statute 8.285, et seq, which calls for seeking architectural, engineering and land surveyor services based on qualifications. The Procurement Division issued a Request for Qualifications annually and has established a qualified list for such services.
Per the Olsson proposal, engineering fee includes hydrologic/hydraulic calculations, surveying, geotechnical investigations, construction plan development, utility coordination, specifications, construction estimates, public meeting, permit applications and preparation of easement documents for the planned and budgeted CIP project located in the Blue Lawn Subdivision of the Rock Creek Watershed. The contract with Olsson will provide for surveying and engineering of both these drainage improvements, which will be funded by the stormwater sales tax.
Approval of this item authorizes the Procurement Manager to issue change orders up to a total of ten (10) percent of the original authorized amount for each order, providing appropriations are available.
